The Offer information screen provides two different quantity fields for the bidder to designate tons per month or tons per vessel. When offering imported coal, choose the "tons per vessel" field, at which point the number of vessels and vessel type needs to be specified as part of the Transportation information. The delivery start date and delivery end date fields will designate the term over which the offer is being quoted. The "Offer Comment" field may be utilized to designate non-ratable deliveries, quantity variances, and discharging terms, such as the following examples:
- "35,000 tons per vessel +/- 10%, owners option, with 2 vessels offered in the second calendar and one vessel each offered in 3rd and 4th calendar quarter, for a total of 4 vessels"
- " vessel shall meet a minimum self-discharge rate of _____ NT/WWD SHINC. The takeaway rate for unloading conveyors is ____ net tons per hour."

When offering optional tonnage (such as option vessels or option trains), please utilize the "Offer Comments" to designate an offer for optional tonnage, such as the following examples:
- "one option train per calendar quarter at the same pricing, with 30 days notice prior to ."
- "one option train per calendar quarter at $0.20/ton addtl price increase with 30 days notice "
- "one option vessel Jul-Dec with 60 days notice prior to beginning of July ."

Rfp Price Terms
- Operating Company: The name of the operating company requiring fuel oil
- Destination: The name of the station or plant receiving the fuel oil
- Est. Annual Need: An estimation of the annual amount of fuel oil needed at the station/plant
Offer Price Terms
- Cost Adder: Cost above the daily average fuel oil commodity price. Leave blank when not making an offer.
- Terminal Preference: The preference for using this OPIS fuel oil terminal
- Origin Terminal: The name of the originating OPIS fuel oil terminal

While viewing a Bid or list of Bid's and a Create button/icon is available, you may create a new Offer for the viewed Bid. After choosing Create, an editable page will be presented that will allow the Offer's values to be entered. Creating an Offer will un-submit the Bid, if applicable. Save the new Offer with the Save button/icon. Cancel the Offer creation with the Cancel button/icon.
While viewing a Bid or list of Offer's and a Copy button/icon is available, one of the previously created Offers may copied to the currently viewed Bid. After choosing to copy an Offer, a list of previously created Offers, if any, will be presented. Creating an Offer will un-submit the Bid, if applicable. Select the desired Offer to copy and press the Copy button/icon to create a new Offer. Cancel the Offer copy with the Cancel button/icon.
This is a list of Offers for a specific Bid. The Offer description and quote expiration date will be displayed for each Offer. Additionally, you may be given one or more of the following options.
- Create: Create a new Offer
- Copy: Copy an existing Offer to this Bid
- Print: Printer friendly Offer summary - NOT mobile friendly
- Details: View Spot Coal Offer Details
- Details: View Long Term Coal Offer Details
- Edit: Edit a Offer
- Delete: Delete a Offer
The Print Offer page contains a detailed display of the Bid's information and this Offer's details. Each offer's attached document will be listed, but will require separate printing sessions. Each document must be opened individually and printed from within the designated viewing application. The page is designed to fit on standard size copy paper and will not appear properly on smaller devices.
There are known issues when printing Bids and Offers on Microsoft Edge and Internet Explorer. If a printing problem is encountered, using Google Chrome or Mozilla Firefox may correct the issue.
While viewing an Offer or list of Offer's and an Edit button/icon is available, you may edit the Offer. After choosing Edit, an editable page will be presented that will allow the Offer's values to be changed. Changing an Offer will un-submit the Bid, if applicable. Save the changes with the Save button/icon. Cancel the changes with the Cancel button/icon.
While viewing an Offer or a list of Offer's for a Bid and a Delete button/icon is available, you may delete the viewed Offer. After choosing Delete, a confirmation page will be presented that will allow the Offer to be deleted. Deleting a Offer will also delete any associated attachments, additionally the Bid will be un-submitted, if applicable. Delete the Offer with the Delete button/icon. Cancel the Offer deletion with the Cancel button/icon.
External documents may be attached to an Offer by the bidder. These attachments may contain special instructions or additional information about the Offer. Click on the document name to view the attachment, and your browser will attempt to open the document with an application on your device that can read that document type. If you are unable to read that document type, please see additional information on attached documents or contact the Fuel Services agent for help.
While viewing an Offer that has less than 5 documents attached and an Attach button/icon is available, a document may be attached to the current Offer. After choosing Attach, a page will be presented that will allow the selection of a document. Attaching a document to an Offer will un-submit the Bid, if applicable. Select a document and press the Attach button/icon to add the document to the Offer. Cancel the document attachment with the Cancel button/icon.
While viewing an Offer that has documents attached and a Replace button/icon is available, the document may be replaced with another document. After choosing Replace, a page will be presented that will allow the selection of another document. Replacing an Offer's attachment will un-submit the Bid, if applicable. Select a document and press the Attach button/icon to attach the document. Please note replace does NOT affect any file on the currently connected device, and only this copy of the document is replaced on the Offer. If this document was attached to multiple Offers it will need to be replaced on each Offer separately, if desired. Cancel the operation with the Cancel button/icon.
While viewing an Offer that has documents attached and a Delete button/icon is available, an attached document may be deleted/removed from the current Offer. After choosing Delete, a confirmation page will be presented to allow the document be removed from the Offer. Press the Delete button/icon to remove the document from the Offer. Deleting an Offer's attachment will un-submit the Bid, if applicable. Cancel the document removal with the Cancel button/icon. Please note delete does NOT affect any file on the currently connected device, and only this copy of the document is removed from the Offer. If this document was attached to multiple Offers it will need to be removed from each Offer separately, if desired.
